grow this economy bottom up and not top down politically and t artificially from washington. if what obama was proposing was a great idea, this should be the most prosperous economy in the world. republicans heard jindal say we're going to do something new and turn that model on its head and grow the economy bottom up. that's how republicans get young people, women, immigrants, everybody. >> one of the things that mitt romney got into trouble with is that it really did sound like he was being degrading to african-americans, latinos and people who supported the president by saying the kinds of things that you just said in terms of being a victim and being taken care of. how does the republican party -- what is the message here in terms of we are inclusive and we will provide for your life so that it is a better life without sounding so condescending? >> i'll disagree. i don't think that's what i just said. i think that is in fact the president's approach to government that in a complex world, you know, he targets these folks. this is the story of julia cradle to crave, governm

that's because of the political reality. most of the country supports some kind of pathway to citizenship for illegal immigrants. you saw that president obama beat mitt romney by about 3 to 1 with hispanic voters. problem is that the divides the republican party only about a third of self-i'ded republic ee self-identified republicans support it. you have to get someone like marco rubio, putting himself on the front line, a senator with real conservative tea party credentials, putting himself on the front line and saying we need do this for the country, and we need to do this for the republican party. this is somebody now who has taken to conservative talk radio, talking about what needs to be done. the key here, john, is enforcement. because the path to citizenship in the senate version of the bill is going to be contingent on enforcement. and my big question is, how do you judge -- how do you judge whether the borders are secure. that's going to be a very big question, so as the senators try and map this out. but i have to

it's kind of like a lollapalooza of politics. i will take president obama at face value. he is thanking hillary clinton. she's not just any secretary of state. she's high profile. but, yeah, there's probably some four-letter words being uttered from joe biden's residence last night. >> maybe so. let's talk about hillary clinton's tenure as secretary of state. steve craw from "60 minutes" pressed hillary clinton about her tenure, and she wasn't able to point out any huge, giant policy changes, l.z. >> no. but you know what, to be quite honest, i really can't think of any policy change that's come from a secretary of state in the last few. i don't think it's as high profile of a position to the american people as it is to those within this junket of politics and those who cover it. so it is difficult to really pinpoint one significant thing she has done or her predecessors. with that being said, though, i will give her credit for an amazing speech that she delivered equating the rights of lesbian, gay, transgender people with human rights. when she delivered that speech, it

. >> that said, john king, this could be a true political breakthrough. live pictures, we're awaiting this news conference any minute now. keep in mind the timing here. this comes one day before president obama will be revealing his plans in las vegas. so what you're about to see and hear is really both sides of this whole debate. but, first, we have a symbol along with you, john king, our political experts to guide us through all of this. we have chief congressional correspondent dana bash for us on the hill. chief political analyst gloria borger there for me in our washington bureau. and several others who we'll talk to in a minute. dana bash, i want to begin with this. the optimism, it seems, pervasive, right, on the hill, and we have heard that the time is right for immigration deals before. you were in the room in 2007 when senator ted kennedy was talking. let's watch this. >> now it is time for action. 2007 is the year we must fix our broken system. we must strike while the iron is hot. i've been around here long enough to know that opportunities li

sometimes in politics, the best way to do that is to run against the federal government. that's the honest truth. >> john avlon, margaret hoover, thank you very much. >> thanks, victor. >>> president obama may be facing a high stakes supreme court battle because a federal appeals court unanimously ruled today that president obama's recess appointments to a federal agency are unconstitutional. the president named three people to the national labor relations board during congress' winter holiday break a year ago. they were former deputy labor secretary sharon block, attorney richard griffin, and attorney terrence flynn. now, today, a three-judge federal panel said those appointments are invalid because the senate was only in recess and technically still in session. let's bring in legal analyst jeffrey toobin. jeffrey, there are so many questions here. first, let's start with what is the next move? >> well, he will either ask the full appeals court to hear it, or go directly to the supreme court. you know, this is a very technical legal issue. but when you cut through the go
